History of the Belarusian Medical Academy of Postgraduate Education

State Educational Establishment "Belarusian Medical Academy of Postgraduate Education" is the successor of Belarusian State Institute for Advanced Medical Training, founded in October, 1931.

Before the official opening of Belarusian State Institute for Advanced Medical Training, one of the form of training and professional development of health care practitioners was either regular or temporary courses hold at medical faculties, scientific and research institutes and major health facilities.

The first director of Belarusian State Institute for Advanced Medical Training was professor Moisey Khazanov (1931 - 1934), who worked as an assistant professor at the Department of Nervous Diseases and as a deputy director for academic work at Belarusian Medical Institute before his promotion.

In November 1934, V.E. Dobruskin, an associate professor, was approved to the post of a director. From 1938 to 1941, Belarusian State Institute for Advanced Medical Training was headed by I.M.Nisenbaum, who worked as an assistant at the Department of Epidemiology of Minsk Medical Institute and hold other leadership positions.

At pre-war times, the activities of Belarusian State Institute for Advanced Medical Training were determined by the problems being solved by the healthcare of Belarus, the development of medical science and demands of medical structures and services. At that time, the Institute was situated at the following address: Minsk, Oktyabrskaya Street, 24. It had a hostel for 40-50 beds. Its clinical bases were situated at the departments and clinics of Minsk Medical Institute.

In 1941, Surgery Department, Therapy Department, Military Department and Department of Maxillofacial Surgery had new clinical bases, where they continued their work. The training was hold generally according to a course system with the duration of 3-5 months. Along with the physicians, either governmental inspectors or health professionals underwent advanced training.

During the Great Patriotic War, the Institute was not functioning; its property and records were destroyed and plundered by fascist invaders. Belarusian State Institute for Advanced Medical Training resumed its activities from the 1st of April, 1945.

The first post-war director of the Institute was F.Y. Schulz (1945-1946) - a prominent organizer of public health, who headed Belarusian Medical Institute in the pre-war years.

From 1946 to 1949, professor V.V.Babuk, a surgeon, headed the Institute;

he helped to found new clinical bases, which belonged only to the Institute. In July 1947, there had been created new departments: Department of Surgery, Department of Internal Medicine, Department of Obstetrics and Gynecology, Department of Tuberculosis. Department of Nervous Diseases, Department of Hygiene and a professorial course in orthopedics and reconstructive surgery started their functioning.

From 1949 to 1953, the Institute was headed by professor V.O.Morzon, a surgeon.

From 1953 to 1958, the Institute was headed by professor M.N.Zhukova, MD.

From 1958 to 1960, N.F.Pavlov, a prominent Soviet dermatovenerologist, a leading leprologist of the country, headed the Institute (prior to 1950 he was a director of the Institute of Leprosy in the city of Astrakhan).

Within the period from 1960 to 1966 the Institute was led by Savchenko N.E., MD, Professor, laureate of the State Prize of the USSR and the Belarusian SSR, an academician of the National Academy of Sciences of the Belarusian SSR.

In 1963, due to the increase in capacity at the Institute, there were created two new faculties:  Therapy Faculty and Surgery Faculty.

 

History of the Belarusian Medical Academy of Postgraduate Education

From 1966 to 1998, the Institute was headed by A.V. Rutskii, Doctor of Medicine, an academician of the National Academy of Sciences of the Republic, Honored Scientist, laureate of the State Prize of the Republic of Belarus. Rutskii A.V. did a lot in relation to the extension and strengthening of technical and scientific base of the Institute. In 1972, there were built a new 9-storied academic and laboratory building with an assembly hall for 530 seats, a library and a reading room. In the new building there were theoretical and pharmaceutical departments, Central Scientific and Research Laboratory, management units and facilities and technical services of the Institute. Then, there were put in commission the new buildings: a convenient hostel for 540 beds with water-based and sports center (1980), a special building of the Central Scientific and Research Laboratory (1987) and the third hostel, situated in Lesnoy village (1987).

In January, 1982, Belarusian State Institute for Advanced Medical Training was awarded Order of the Red Banner of Labour for the contribution into the development of healthcare and medical science, for the training of highly qualified medical and academic staff and due to the 50th anniversary of the Institute.

From 1998 to 2004, the Institute was headed by professor, corresponding member of the National Academy of Sciences of the Republic of Belarus,  A.G. Mroczek.

In June 2000, Belarusian State Institute for Advanced Medical Training was renamed into Belarusian Medical Academy of Postgraduate Education.

The scientific work carried out at the Academy included: study of etiology and pathogenesis of athero- and platelet function, role of neurohormonal systems in the development of cardiovascular pathology of cardiac and endocrinologic diseases, issues of heart electrophysiology, pathogenesis of heart rhythm disturbances, issues of interventional cardiology etc.

From 2004 to 2009, Belarusian Medical Academy of Postgraduate Education was headed by G.Y. Khulup, Doctor of Medical Sciences, who contributed greatly into the development of a modern system of medical postgraduate education in the Republic of Belarus. The main activities were the following ones: health organization, scientific work in the field of stem cells, clinical laboratory diagnostics.

For the first time in the Republic of Belarus, there were created two new faculties: Pediatrics Faculty and Dentistry Faculty; there were opened 15 new departments.

Khulup G.Y. developed modern approaches to the system of postgraduate education, taking into account present-day demands of the Ministry of Education: the duration of advanced training courses is set depending of the requirements (1 week, 2 weeks, 4 weeks, 4 months), curriculum and programs are to be updated at least 1 time in 2 times a years.

The educational process is based on present-day world scientific achievements and innovative approaches in education: there have been implemented preliminary and exam tests, distance learning education, self-tuition for advanced training (articles, reports), which helps to enhance the quality of physicians' training.

One of the achievements of the administration office was creation of a new department - Cardiosurgery Department with the Course of Transplantology (Order of the Ministry of Health from 08/01/2008 №8).

For the first time in Belarus, there have been created Professor’s Advisory Medical Center, which made it possible for the whole population of Belarus to have access to high-quality medical care.

From June, 2009 to October, 2014, the Academy was headed by professor Y.E. Demidchik, member of the National Academy of Sciences of Belarus, Doctor of Medical Sciences.

From October, 2014 to August, 2018, the Academy was headed by M.A.Herasimenko, Doctor of Medical Sciences, associate professor.

From September, 2018 to September 2020, the Academy was headed by D.M.Nitkin, Doctor of Medical Sciences, associate professor.

Since September, 2020, the Academy has been headed by A.N.Chukanov, associate professor, Doctor of Medical Sciences

Belarusian Medical Academy of Postgraduate Education is a leading educational establishment in the Republic of Belarus in the field of medicine, scientific and practical developments in the frameworks of social demands of practical healthcare, realization of scientific and technical development programs and Fundamental Research Foundation.

The Academy has 4 faculties, which include 54 departments: Surgery Faculty - 18 departments, Therapy Faculty - 15 departments, Pediatrics Faculty - 14 departments, Public Health and Healthcare Management - 7 departments.

Clinical bases of the Academy are situated in 44 healthcare establishments of the Republic of Belarus, including Scientific and Research Institute of Pulmonology and Phthisiology, Republican Scientific and Research Center "Mother and Child", Republican Scientific and Research Center "Oncology and Medical Radiology", Republican Scientific and Research Center "Pediatric Oncology and Hematology", Republican Scientific and Research Center "Neurology and Neurosurgery", Republican Scientific and Research Center "Cardiology" and etc.

Annually, about 18-20 thousands of physicians from all regions of the Republic undergo advanced training and retraining courses.

The Academy has a huge scientific and pedagogical potential. At present, the number of professor and pedagogical staff of Belarusian Medical Academy of Postgraduate Education is 373 lecturers, among which there are 81 Doctors of Medical Sciences, 226 – Candidates of Medical Sciences. 3 academicians of the National Academy of Sciences of Belarus, 58 professors and 139 associate professors are working at the Academy.

Thanks to the high scientific potential and modern material and technical facilities, the Academy is considered to be one of the centers which deal with the creation of new medical technologies of prophylaxis, diagnostics and treatment of different diseases.

In the frameworks of scientific researches, the staff of the Academy is developing more than 60 scientific areas, which include 4 innovative projects, 12 tasks of the State Program of Scientific Researches "Modern technologies in medicine", 3 tasks of branch scientific and technical programs, 18 tasks of State Scientific and Technical programs, 9 tasks of the Republican Fund of fundamental researches and 1 task of the State Complex Program of Scientific Researches "Biological Engineering and Biosecurity".

The efficiency of scientific and research works is approved by annual acquisition of more than 40 patents, more than 200 acts on implementation, approval of more than 40 instructions on application, by the defense of more than 20 thesis works.

One of the priority fields of the Academy is training of the staff of the high scientific qualification, the demand in which is based on the necessity to participate in research investigations, preparation of the staff to work at the departments of the Academy (at present, about 146 specialists undergo PhD training courses and 392 specialists at clinical residency). In percentage, the efficiency of PhD training for the last years achieves 80-100%.

At present, there are 4 specialized Boards for Candidate and Doctoral Thesis Defence.

The aim of scientific researches made by the staff of the Academy is their participation in solution of state problems which are associated with the priority directions of scientific and technical activities of the Republic of Belarus. It can be achieved by application of adequate scientific and methodological approaches, which help to get new information about the constitution and functioning of human body at different pathological conditions, by the development of high technologies of prophylaxis, diagnostics and treatment of diseases and its implementation into healthcare practice to reduce morbidity and mortality, by improvement of the quality of life of the Belarusian population.

Main directions of scientific  activities at the Academy are the following ones: development of new technologies of prophylaxis, diagnostics and treatment, also import-substituting items of medical devices (medical products on the basis of amino-acids, laboratory and diagnostics test-systems etc.); study of molecular and biologic aspects of the development and implementation of new technologies of cultivation and transplantology of stem cells; study of disbalance influences on the environment,  influence of other pathogenic factors on morpho-functional and metabolic changes in body, search of effective ways of gomeostasis disturbances correction at widespread diseases; improvement and development of new forms and methods of disability prophylaxis, medical and social expertise and rehabilitation of the sick and disabled under the conditions of healthcare reformation; evaluation of the functional condition of sportsmen's body and development of efficiency restoration methods in high performance sport.

By the present time, there have been created a number of scientific schools and directions at the Academy (inventory accounting of scientific schools is based on the Letter from the Presidium Chairman of the National Academy of Sciences of Belarus, Myasnikovich M.V. from 10.02.2003 №12/1), which carry out work under supervision of well-known academicians and professors.

In the field of endocrinology, there had been created the “diabetic school” headed by the honored scientist, E.A. Kholodova and professor L.I.Danilova.

The scientific school in the field of physiotherapy was founded by corresponding member of the National Academy of Sciences of Belarus, Doctor of Medical Sciences, professor V.S. Ulaschik, which is now being developed by A.P.Sivakov, Doctor of Medical Sciences, and associate professor A.V.Volotovskaya. The school develops new technologies of physical treatment methods and new devices used for diagnostics and treatment.

There is also a scientific school in the field of orthopedics and traumatology, which deals with the development, creation of coxofemoral and other large joints endoprostheses and implementation of them into practice.

The scientific school created by professors I.N.Grishin, G.P.Shorokh, V.S.Ulaschik, I.G.Lyandres deals with the creation of laser technologies of surgical treatment.

The scientific school, created by professor Valchuk E.A., deals with the issues of public health and healthcare management. Its main directions are the following ones: history of medical science and healthcare of Belarus; evaluation and prognosis of indicators, which characterize public health (special attention is paid on demographic processes); organization of medical care, which is connected with the issues of improvement of the primary medical and sanitary care rendered to the population, including rural population, specialized kinds of medical care; development of the methods which help to evaluate population needs in medical care and staff; argumentation of management models in medical facilities and principles of the model realization; development and scientific evidence of medical rehabilitation system,

The scientific school created by professor I.I. Kanus, Doctor of Medical Sciences, deals with the development and creation of national facilities to apply in anesthesiology.

The scientific school created by professor V.S.  Kamyshnikov, Doctor of Medical Sciences, being developed together with professor E.M.  Rahmanko (Belarusian State University), O.V.Sviridov, Doctor of Chemical Sciences, deals with the development and creation of laboratory and diagnostics research technologies, based on the application of kinetic chemical, immunoenzymometric and immunoturbidimetric analysis.

The scientific school created by professor V.V. Kurek and associate professor Korneliuk M.N. deals with the creation of new technologies of treating heart diseases in children.

The scientific school created by professor G.G. Shanko deals with the development of new diagnostic and treatment technologies to cure epilepsy in children.

The scientific school created by professor E.V. Rudenko deals with prophylaxis and treatment of osteoporosis.

Scientific school created by the academician of the National Academy of Sciences of Belarus, professor A.N.Mikhailov deals with the development of new computer technologies of visualization.

The scientific school created by professors L.M. Belyaeva and I.V. Vasilevsky deals with the creation of prognosis technologies in formation of arterial hypertension in children on the basis of medical and genetic researches, improvement of the effectiveness of patient treatment with cardiorespiratory pathology.

The most important scientific works of the recent years have become the following ones:

creation and commercial availability of universal photometrical system (F-300) for biochemical and immunoenzymometric researches (AIF-M-340), (Doctor of Medical Sciences, professor G.Y. Khulup); creation and industrial output of enteral feeding product "Enteral" for intensive therapy of critical conditions (Doctor of Medical Sciences, professor N.V.Zavada); creation and industrial production of set of instruments for atraumatic treatment of dental caries (Doctor of Medical Sciences, professor I.K.Lutskaya); development and output of application forms of medical preparations, "miramistin hydrogel", "getamicin hydrogel" immobilized on hydrogel matrix (academician of the National Academy of Sciences of Belarus, Doctor of Medical Sciences, professor A.V.Rutski); development and industrial production of biochemical liquid reagents  sets (Doctor of Medical Sciences, professor V.S.Kamyshnikov); creation and output of measuring device to determine electroexcitability of dental pulp "Dentometer" (Doctor of Medical Sciences, professor A.S.Artyushkevich) etc.

Research and experimental clinical center of the Academy is Central Scientific and Research Laboratory.

The Laboratory renders advisory work and technical assistance in conducting scientific researches. The Laboratory has a status of the Centre of collective use and is supplied with unique scientific equipment and devices. The researches are carried out in the following priority scientific areas: study of pathogenesis of the most significant diseases and malconditions, adaptation mechanisms of man's body to the influence of environmental factors; development of new diagnostic methods and technologies, of prophylaxis and treatment of diseases; new drugs, facilities and healthcare products are being created. Modern technologies are widely used there: polymerase chain reaction, stratographic and mass-spectrometric analysis, atomic absorption spectrometry, cultural researches, immunohistochemistry etc.

Medical consultations and diagnostic work are integral part of the activities carried out at the Academy. According to cooperation agreements, concluded with all clinical bases of the departments, the teaching staff of the Academy carries out consultations of the most difficult patients, makes high-tech operations, undertake unique medical diagnostic procedures. According to the Order of the Minister of healthcare the Academy carries out prophylactic, diagnostic and treatment work, renders rehabilitation medical care to the population of Minsk region.

The Department of Surgery carries out complicated operative interventions on arteria carotis; esophagoplasty; operations on pancreatic gland; reconstructive operations on bile passages, colon at non-specific ulcerative colitis. Staff of the department widely applies and implement  laser technologies in the treatment of varicose disease and  trophic ulcers.

During high-technology and complicated operations at abdominal cavity trauma, hepatectomy and laparoscopic operations staff of the Department of Emergency Surgery (professor Zavada N.V., head) uses new laser technologies, liga-shu devices, electrosurgery homeostasis methods.

Head of the Department of Obstetrics and Gynecology of the Academy, S.L. Voskresenski, has implemented an operation on vagina formation and its plasty by dermic flap after its atresia.

At the Department of Ophthalmology vitreoretinal interventions with application of laser technologies and plug materials have been carried out; phaco and formation of locomotor residual limb ocular prosthesis with the application of donor and synthetic materials are carried out.

Staff of the Department of Cardiosurgery makes operations and carries out treatment and diagnostic manipulations on heart, works out instruments for myocardial revasculization. The staff of the department carried out the first heart transplantation in Belarus at the Republican Scientific and Practical Centre "Cardiology".

Professors, associate professors, assistants of the Academy render emergency and planned treatment and advisory work in all regions of the Republic. More than 50 % of all emergency services at the Republican Centre for Emergency Medical Care are made by the staff of the Academy.

The Academy is well-known in the former Soviet republics and countries outside the former Soviet Union as a highly professional center of postgraduate retraining and advanced training of physicians.

Aiming at the improvement of educational scientific and treatment processes, the Academy cooperates with foreign medical establishments, universities, scientific and research centers.

International cooperation has always been very important in postgraduate training of specialists with higher medical education.

The Academy has concluded agreements and contracts with scientific, educational and medical organizations of countries outside the former Soviet Union, such as: Medical Academy of Belostok (Poland), Scientific and Research Institute of Radiation Biology and Medicine of the Hirosima and Nagasaki University (Japan), The University of Ankara and Hacettepe University (Turkey), Uppsala University, Institute of Public Management, Sweden National Centre of Prophylaxis of Suicide and Mental Disorders, Umea University, Karolin University, University of Child and  Adolescent Psychiatry, South Multiprofile Stockholm Hospital (Sweden), Tianjin University of Traditional Chinese Medicine, World Association of the Society of Acupuncture and Moxibustion (China), faculty of medicine and surgery of Bolognese University and Hospital Association of St.Oreol Malpigi, hospital association of St.Pavel in Milano (Italy), Board of Medical Specialists of People's Lybian Jamahiriya etc.

The professor's staff of the Academy constantly improves its qualification and undergoes training abroad. Specialists of the Academy visit well-known foreign medical universities for the training courses and experience exchange in the field of the development of new treatment and diagnostic technologies.

The Academy also has agreements and contracts with educational and scientific medical establishments of CIS countries - St.Petesburg, Russian (Moscow), Kiev, Ivano-Frankovsk Medical Academies of Post-Graduate Education, Russian State Medical University, Ukrainian Institute of Stomatology of the Academy of Medical Sciences, Ukrainian Scientific and Medical Centre of the problems of osteoporosis at the Institute of Gerontology of the Academy of Medical Sciences of the Ukraine, Scientific and Research Institute of general pathology and morbid physiology of the Russian Academy of Medical Sciences etc. It gives the possibility to exchange new medical and educational technologies in the system of postgraduate education.

BelMAPE has a huge experience in the training of foreign citizens at clinical residency and PhD training courses. The training is carried out on more than 50 specialties. Citizens from any country are welcome to undergo training at the Academy. The Academy has admitted foreign professionals from the following countries: Russia, Tunisia, Yemen, Syria, Estonia, Iran, Jordan, Sweden, Nepal, Lebanon, Venezuela, Zambia, Libya, India, China. After finishing clinical residency program and PhD course foreign citizens are issued Certificates. After the training at clinical residency and finishing PhD course at the Academy, many foreign citizens successfully work as leading health professionals in their native countries.
