As part of the agreement on cooperation between BelMAPE and the educational institution "Institute for Advanced Studies and Retraining of the Investigative Committee of the Republic of Belarus" (Institute), on December 9, 2022, there had been held a meeting between the lecturers of the Institute and the academic staff and trainees of the course of the Department of Public Health and Healthcare of BelMAPE.
The meeting was attended by professor of the Department of Management of the Preliminary Investigation Bodies of the Institute, Colonel of Justice Tishuk S.P. and the senior lecturer of this department, Lieutenant Colonel of Justice Gapanovich A.M.
During the meeting, a number of issues were discussed, which should be taken into account in the organization of the work of each healthcare organization. In particular, special attention was paid to the need for correct and reliable medical records. Obtaining reliable information that fully reflects the state of health of patients and the quality of medical care is possible only with a responsible attitude to filling out medical documentation. Medical workers do not always appreciate the significance of this problem and do not pay attention to the legal significance of the documents they fill out. Medical documentation is an important component of the provision of medical care, ensuring the interaction of medical workers during its provision, continuity in the provision of medical care, monitoring the health of patients, and the formation of statistical indicators. The quality of medical records management largely reflects the quality of medical care.
Medical documentation is used not only to resolve issues of medical care, but may be requested by law enforcement agencies when solving certain problems, including those related to claims against a medical organization regarding the problem of inadequate quality of medical care. In case of incorrect and dishonest maintenance of medical records, it can change its procedural status and turn from written evidence into material evidence. In such cases, the actions of a medical worker, in accordance with the Criminal Code, can be classified as “official forgery”.
Another issue that was brought to the attention of the meeting participants was the organization of the work of healthcare organizations to prevent corruption in the activities of healthcare workers. Drawing the attention of those present to the fact that manifestations of corruption are among the main threats to the national security of any state, Colonel of Justice Tishuk S.P. and Lieutenant Colonel of Justice Gapanovich A.M. gave specific recommendations for the prevention of these manifestations in healthcare organizations.
